From the paper on p.9:

The Callisto database server periodically performs an offline match search. If it finds two entries with the same π component, it identifies these records as a match, because they share a common perpetrator. It then notifies the DLOC about the match. Then, the DLOC assigns each matched user to their own LOC via the Callisto platform.
