Unable to use Air Balloon to copy Messenger in opponent's city #81

Describe the bug When playing pearlbrook and new leaf if you use the air balloon to copy a messenger in your opponents city it creates a bug, because you cannot attach the messenger to a construction because you do not have a messenger.

I believe this is because the playInner of the Messenger has you choosing a construction where you'll attach the Messenger. Instead, duplicating this card with Air Balloon should only duplicate gaining the resources (not moving the Messenger)
