Workflow for an initial-release-trigger

Please describe the feature you have in mind and explain what the current shortcomings are?

The main release trigger workflow checks if the repository has a latest release and if not just stops. It's supposed to point at another workfloow initial-release-trigger to be run for the first release since most data isn't available yet.

This still needs to be implemented.

How would you imagine the implementation of the feature?

Initial-release-trigger features

• [X] Start from version 0.1.0 to align with semantic versioning
• [X] Use information from all so far existing PRs
• [X] Exclude any version calculation
• [X] Merge develop -> main
• [X] Buid from main
• [X] Update develop
• [X] Create release from main
• [X] verify release

Describe alternatives you've considered:

Create initial release manually - but this opens up to any kind of inconsistencies.
