Add PR information to release

Please describe the enhancement you have in mind and explain what the current shortcomings are?

Currently the release-trigger only includes information automatically collected by github. This does allow for the level of customization wanted here.

Wanted features

• Query PR information since last release
• Filter PRs based on labels
• Include Change Description from PR template in release changelog
• Include Epics as relevant labels

How would you imagine the implementation of the enhancement?

The PR information Query should be its own github action and tests. It should prepare the data just as it will be used in the release.
