Make api/get_online nginx proxy #51

I think it's cutiest way to implement get_online

Hey! Thank you for wanting to contribute to gulag-web! We're currently looking at better ways of doing this instead of using NGINX to proxy. We'll eventually be moving our entire API over to gulag since it will be better handled on the server-side.

I will reopen and merge this PR if we decide to go this route instead.
