What's being changed (if available, include any code snippets, screenshots, or gifs):

Add Validate PR info workflow

On PR change, checks that PRs that make changes to the package include a major/minor/patch label

Add version bump PR workflow

Upon merging a PR with changes to the package, find the new version based on the labels and opens a PR to bump it
Description includes included commits
Creates or appends PR bodies to a comment as "Release notes"

Add Publish package workflow

Manually triggered and lets you add release tags / do a dry run
Does a full lint, builds, then publishes the package to NPM
