Here are the suggestions:

having top left labels as: "Dashboard for Period: <calendar widget & date range> | Zone: "

Drop pink/amber color in circle widget. We can just have a light grey circle, and Green circular line depicting the operational stores Then the legend color scheme can also be: "Green: Serving stores | Grey: Non-Serving Stores"
In-active queue tile to be of amber color

Idea is to club the labels which are covering stats for a particular aspect to flow from left --> right (with section headers, like "Token Issuance")
