Here is an example Relic:

Moonpearl Talisman, 3 Charges

• When casting a spell, spend a Charge to avoid gaining Fatigue.
• Recharge: Let the moonpearls sit under a full moon.

This has three charges, but can be fully recharged. There is no way to refer to "2 of 3 charges" or "2/3 charges" left.
