Add overlap of epimutations with ENSEMBL regulatory elements using biomaRt.

Mapping to ENSEMBL regulatory elements can lead to 1:multi mappings (1 epimutation to multiple ENSEMBL regions). In this situation, we decided to separate multiple ENSEMBL regions by ///.

We also decided to not report tissues where the element was inactive, to simplify the output.
