perfCtr - Add check for Speedstep flag #2

The detection of the processor clock does not work reliable with speedstep
active.

Solution:

Add a check if speedstep is enabled and ouput a warning.

Extended CpuFeatures with cpuFeatures_init.
Flags can be  checked in struct.
Added check and warning for enabled speedstep to most applications.
