lifetime: add option `allowCut` to disable cut app when monopolized. #717

This adds an option filterCut to startMonologue to let application specify if allowing the cut apps when in monopolized.

CI seems pass at https://ci.rokid.com/view/Yodaos/job/rokid-ci-yodart-unit-tests/1395/, but not synced at GitHub :(
