build: enable more tests on CI

Notable Changes:

• Enabled tests on @yodaos/speech-synthesis on CI.
• Make testsets-local.txt the default test set.
• Add testsets-ci.txt and testsets-target.txt for CI and target devices respectively.
• Make tools/apt-get-install-deps.sh no-sudo compatible.
• Removed duplicated installation of shadow-node and preferred pre-built shadow-node binary.
