I downloaded the files and used python setup.py but gives me error: file ez_setup.py pkg_resources version conflict

which version python should be used? I am using python 3.7 what are the other dependencies? (I will work on windows OS?)

Hi, I think you can find in the docs a description on how to install and use it on Windows. I'm not sure it would run on python3 thought. I used python2.7 to write it at the time.
