feat: Automatic Versioning from Github Release Tags #1344

Is there an existing feature or issue for this?

Expected feature

To avoid situations like #1343 create a file called .version using github actions, get the latest version number from release maybe tags and update, in django settings, use the same .version to update version number everywhere
