Windows binaries of near_field package #104

Also near_field is not a core part of the ADDA, it is a very nice addition to 
it. So it would be beneficial for the users to have binaries of near_field 
related programs to be included in the Windows packages.

We managed to compile near_field with MinGW (with a minor modification of 
Makefile) and the resulting executables worked fine. At least, they passed all 
the internal tests of this package. However, the compilation produced some 
MPI-related warnings, which must be investigated before the public release of 
this binaries.

near_field binaries for win32 are present in win32/misc/near_field since r1104. 
But the issue with warnings described above still persists.

This issue was fixed by r1110. Win32 executables in win32/misc/near_field were 
updated - no warnings remain.
