Update compatibility with DDSCAT shape format to v.7 #105

Current support for reading and writing shape files in DDSCAT format is based 
on specifications described in DDSCAT 6.1. It is desirable to update it to the 
latest version (7.*).

The difference in those shape formats are rather small, so reading of shape 
files v.7 may work with current code (need to be verified!). But writing 
routine should be updated to match the new format.

This issue doesn't let one to use 'misc/pip' routine out-of-box (since reading 
of ddscat7 format doesn't actually works), so I raise its priority.
