This about making more convenient configuration and installation scripts
for use e.g. with 'configure'. The goal is that any configuration should be
available through command line without manual editing of Makefile.

r905, r961, r962 allows one to specify all compilation options in the command 
line to make (OPTIONS="...", COMPILER="...", and potentially others). And the 
makefile will decide automatically whether recompilation is necessary. Editing 
of specific compiler options (e.g. optimization flags) can still be done, to 
some extent, only by editing the makefiles. But we still consider this issue 
fixed.
