Remove "Under Development" Banner Message from BookBrainz Homepage #39

The "Under development — adventurous users, please test and add data! Give us feedback about bugs, glitches and potential improvements at MetaBrainz JIRA!" banner message appears at the top of the BookBrainz website. As the project seems to be in a more stable phase, it would be beneficial to remove this banner message to avoid confusion among new users regarding the project's stability and readiness for use.

Steps to Reproduce:

Open the BookBrainz website. Observe the banner message at the top of the page. Current Behavior: The banner message indicates that the site is under development and invites users to provide feedback on MetaBrainz JIRA.

Expected Behavior: The banner message should be removed if the site is no longer considered under development.

Rationale: Removing the banner will present the site as a stable and ready-for-use platform, potentially increasing user trust and engagement.
