Plasma fires are not popping windows and floor tiles #11267

Reproduction:

Start a big fire in the hallway, watch as it burns and burns and never pops a floor tile or window.

The fires will remove tiles and expose plating, but are not hot enough to burn through plating

They're supposed to break windows but superconduction has been broken for years
