Short Description

Perma cells can be opened without ID, making them useless: you cannot isolate people if outer perma is breached or for other reasons

This is intended due to them serving as prisoner spawnpoints originally, I left it for future implementation of that role.

That being said isolation cells are on my list of changes for my next PR for perma, once box merges calm down a bit.

Can't they just spawn into perma? Plus, security cannot even see into the cells when privacy shutters are activated from the inside, and there are many cells there.
