Cargo departmental budget card can unlock/lock the QM locker #22791

Short Description

Try to put the card in the locker, end up able to lock/unlock it instead.

Reproduction

Acquire cargo budget card, try putting it back in the QM locker, it unlocks/locks the locker instead.

QM card can't do this, turns out having access on your existing ID while having a card in your hand will unlock/lock it anyway.
