EDIT : Oisin updated the rule directly, so this PR is only the disclaimer update

Updates rule to the disclaimer (which is now less cluttered for existing players):

New Players will receive the full disclaimer (minor formatting changes)
Existing players get a less cluttered version that only states the important parts:
