Adding the Exporter Tool for Cargo Techs to use. #1285 #1286

Refer to issue #1285 .

Intent of your Pull Request

Cargo Techs will automatically spawn in with an exporter tool, the exporter tool.. tells the values of objects for techs, they were originally supposed to spawn in with this item.
