Adds the Exporter Device for Cargo Techs #1287

Intent of your Pull Request

Cargo Techs will now spawn in with their own exporter scanner, the export scanner values crates and items when linked to a cargo console.

@FluffySurvivor Hmm, it dont freeze for me on my test server, the code that I have is recent.

They mean that our code is on a feature freeze, meaning nothing but bug fixes and ports that fix things can be added.

I'm sure something as small as this could be slipped in, since this was initially suppose to go with the cargo port.
