Removes permastun from AI turrets #1290

Intent of your Pull Request

This was due to an oversight on behalf of your favorite coder (me), since all AI Turrets start with AI = 1, so they act as if emagged (shooting downed targets). This has been fixed, no more permastun.

keep this, people spamming rest to make themselves immune to AI turrets is annoying as fuck

I'm half tempted to say keep this, because rogue AIs really really need a buff. On the other hand, this can have hilariously unfun results if some idiot tries to solo the AI like you can without the buff and gets trapped.

i'm really fucking split

on the one hand, defending your core/upload as AI is a fucking nightmare as it is (especially on Asimov) and this would only worsen it

on the other hand, permastun is a bit cheesy
