Missing Characters - that are critical for proper use #327

What steps will reproduce the problem?
1.try to add add character 组
2.try to add character 势
3.

What is the expected output? What do you see instead? Now I see a blank space 
in my document with no character.

What version of the product are you using? On what operating system? latest 
version and I am on Windows 8.1

Please provide any additional information below. Are these characters missing 
from the Unicode base fonts?

You need to provide more information, because Noto Sans CJK, along with the 
Simplified Chinese subset OTFs, include glyphs for both characters, U+7EC4 
(组) and U+52BF (势).
