What steps will reproduce the problem?
1.https://www.google.com/get/noto/#/family/noto-sans-hant
2.compare it with JP and sc, the tc text is a collection of random characters 
instead of a properly translated text

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
