Bambara and Dyula language support #1309

(Describe the feature or change) Hi, I would love to add xdxf dictionaries for Bambara (BM) and Dyula (DYU) two closely related lanagues from West Africa.
I don`t believe the requirements would be too demanding. These languages use latin-ext character set. Really a fr_Fr locale would work fine. There are just four phonetic symbols from the latin-ext character set:

Even if you can't add the implementation yourself, it would help if you could give the info for the Adding a Language step.
