This updates to Swift 5 and drops Swift 4.2.

I've had to disable the Linux tests for now as it's failing there with the following error and not sure why yet:

<unknown>:0: error: unable to execute command: Killed
<unknown>:0: error: compile command failed due to signal 9 (use -v to see invocation)
