Don't Run Actions on Forks #18

This might be my own setting on my fork, but I'm PRETTY sure there's something missing from our actions that would normally prevent them from running when a fork updates to match the real repo.

I think the standard practice is just to disable them in forks. I probably enabled them ages ago trying to fix the issues.
