Comments after entries in enablesid and disablesid files screws up the parsing process

What steps will reproduce the problem?
1. A line in either enablesid.conf or disablesid.conf like the following:

1:2012086,1:2012252                     # Noisy shellcode rules are noisy

disrupts the parsing process and causes incorrect enabling and disabling of 
rules.

What is the expected output? What do you see instead?

Instead of just the listed rules being enabled or disabled, thousands of others 
are enabled or disabled.

What version of the product are you using? On what operating system?

0.6.1 on CentOS 5.4 (ya, ya, whatever ;-)
