hdtPhysicsExtensions.dll missing? #5

i apoligise, i have Tourette Syndrome i didnt to post the issue just yet. so my 
problom is that i hav a missing hdtPhysicsExtensions.dll file in (C:\Program 
Files (x86)\Steam\steamapps\common\Skyrim\Data\SKSE\Plugins) but i have the 
hdtPhysicsExtensionsDefaultBBP.xml and the hdtPhysicsExtensions.log, ive tried 
all diffrent searching all the keywords i could think of in Chrome. i'm using 
Windows 8 nd the HDT-PE ver. i'm using is 14.28. also i dont know if this has 
to do w/ the missing dll, but my character's ponytail stretches into infinity. 
any solution for this issue will be greatly appreatiated.
