Introduce `MAINTAINING.md` and `CHANGELOG.md` files #296

What this PR does / why we need it: This PR implements the addition of MAINTAINING.md and CHANGELOG.md files to the project. The MAINTAINING.md file will contain guidelines and information on maintaining the project, while the CHANGELOG.md file will document the changes made to the project over time.
