Add usage in filenames of embargo and licence uploads #56

This is related to #40 but a subset. Since we are using the same document uploaded, need to add check on type of file being uploaded and rename/modify the filename according to usage type.

Thesis filenames

Primary: See issue #40
Secondary: See issue #40

Licence

Add licence usage type at suffix for the whatever filename is.

Embargo

This has two usage types: Embargo and Embargo and Embargo Letter
Add usage type to filename suffix for whatever the filename is.

Tests will be:

For Licence uploading test have been done but filename check will need to be added.
For Embargo, this would but not in the student flow, rather backend admin/staff flow as students no long upload embargo files.
