Use NuGet packages instead of proprietary ZIP archives

Description

Packaging and distributing plugins as ZIP archives has the benefit of being incredibly simple to implement. However, it has many drawbacks, including:

• Lots of duplicated data, since the ZIP includes all dependencies
• Undocumented (although simple) metadata format
• Crude dependency handling, simply loads DLLs from plugin folder
• No automatic updates or version management

NuGet packages are functionally quite similar, but with:

• More version information
• Dependency trees, including fetching common dependencies from the main NuGet feed
• Potential for plugin distribution via a NuGet feed (either the primary feed or a custom static one)
