csv文件导入，中文乱码。

What steps will reproduce the problem?
1.发现用csv文件导入时，如果有中文字符，会乱码。英文部分
正常。
2.上传一个测试文件，其中的中文部分就会乱码。

你没有用 UTF-8编码吧，用记事本打开另存为，选择UTF-8编码
