Text-to-speech (Speak question/answer) is laggy to invoke #314

What steps will reproduce the problem?
1. Go to a db
2. Click the question / answer

What is the expected output? What do you see instead?
Other than the first time, the TTS should be very fast to invoke.
But now every time, the TTS is re-initialized and cause lag.

Please use labels and text to provide additional information.

I tested AnyMemo 10.3.3, it has the same problem. I think I saw this after I 
started using Android 4.4. Could be caused by a change in Android 4.4.
