Mouse tracking do not work with horizontal bars #142

What steps will reproduce the problem?
1.Make at least one data serie with one data point
2.Set bars.show to true
3.Set mouse track to true
4.Try to tack a bar

What is the expected output? What do you see instead?
Situation on picture below. Tracked bar should be selected horizontaly.

What version of the product are you using? On what operating system?
trunk rev. 169

Please provide any additional information below.

Ok. When i was working with this problem i found, that mouse tracking for bar 
charts totaly ignores centered option. This mean that only centered bars are 
supported. In my patch i will try to solve this problem too. Picture below 
ilustrates this problem

There still left one problem, but i will mention it in other issue, because it 
not connected rather with horizontal bars drawning than with mouse tracking

The problem persists with horizontal bars using v0.2.0-alpha rev. 186

Any plan to fix this issue?

This problem is solved by patches I have attached. I will soon revrite them to 
current revison and commit to trunk.
