Horizontal bars ignores center option - patch atached #144

What steps will reproduce the problem?
1.create one series of data for bars chart
2.set bars.horizontal: true
3.set bars.centered: true

What is the expected output? What do you see instead?
Bars should be centered around concrete value, but they are over it (picture 
below)

What version of the product are you using? On what operating system?
