Crop a photo leaves a black line on the bottom of the picture

What steps will reproduce the problem?
1. Crop the attached picture
2. Move the cropped area to include the very bottom of the picture 

What is the expected output? What do you see instead?
I expected only the area that I cropped to be included in the final image. Yet, 
the final image has a 20 pixels of extra black lines at the bottom.

What version of the product are you using? On what operating system?
Latest version, windows, chrome

Please provide any additional information below.
