Add `ExtensionManifestV2Availability = 2` to v1 registry file #279

Chrome will disable Manifest V2 extension support in June 2024. Even though v1 is no longer being developed, many people still use it. Thankfully, Chrome also added an enterprise policy "ExtensionManifestV2Availability" to extend support until June 2025. It would be useful to set that policy in the v1 registry tweak file.
