Unable to evaluate Core Organisers

Describe the bug

The Head Organisers of the Leinster Regional session are unable to submit evaluations for members with the role "Core-Organiser".

Expected behaviour

The Head Organisers expect that 3 people should appear in the drop down list for evaluating.

Steps to reproduce the issue

1. Go to Evaluations
2. Select "Add New"
3. See error
