Feature description

Per https://eyp-governance.slack.com/archives/C02L5RD6ZDL/p1670604429239769, I wanted to submit a small suggestion about allowing NCs to make certain members appear as board members without necessarily giving them admin access to the platform, as this can maximise the provision of privacy rights to applicants of that NC's events where someone does not hold a role that would need to view such applications.

I propose a permission system to manage this where members could be given the permissions to "manage events" for example or "view applicants" instead of an all-or-nothing admin system.
