make published scribd documents public after a few days #58

initially uploaded as private because they are not published until the user clicks the publish button. maybe even after that they made a mistake and might want to remove it from the internet. but after a while we can make it public so it doesn't count against the 50,000 private document api limit, and so it can be visible/indexed on scribd.com
