define organization filters (for email templates, administration, etc)

filters could be like:

• all organizations in tanzania
• organizations who have / have not logged in in the past 30 days

filters should be defined in code with a friendly name displayed in the UI admin UI allows chaining filters

then email templates could be defined for a particular group of users, etc.
