Add ability to choice governor for screen off. Useful for background music 
playback. Interactive governor waste battery in this scenario and third party 
solutions bogus limited milestone memory.

You can set the max. screen-off frequency independently from governor under CM 
settings>performance>CPU settings.
I have it set to 400MHz.
When I check the CPU states used during music playback in background (screen 
off, interactive governor in use) e.g. by CPUspy (reset timers before test), I 
see that the CPU has been at the lowest 250MHz frequency 98% of time.
Conclusion: interactive governor is not wasting battery in this scenario.

I measured it with SetCpu at screen on and only music playing and have seen 
random pikes or tops to full CPU speed. Especially while using EQ form 
DSPmanager
