[General] session local storage #109

As a user, I'd like pre-populate my personal information from previous submissions, so I don't need to keep adding the same data and selecting the legislation.

[ ] The content choice needs to be saved to the session, as well as the user name entered on the form
[ ] Next time the user visits the Send Request their personal information needs to be per-populated
[ ] The user needs to be notified that we are storing their data on their browser.
