add a command to increment a version of 1 #155

Hello,

In it current implementation, tbump need to specify the new version.

It is impossible to increment setup.py version by 1 on each PR with GithubAction.

Could you implement it please?

Anyway I close this issue. Do not assign me to that. I migrated to bump2version.
