modifying a partial that is used on an unloaded page does not mark the unloaded page as changed (only in RW 7.1+) #698

RMS believes this to be my bug. so i will have to fix it. :-(

but it's too large a change for 3.5 -- will have to wait for a major overhaul of the partial library. currently the functionality of watching for and reacting to changes is distributed to the pages. in the future it will need to be consolidated to just the partial library. not easy.

this does not seem like it will be possible any time in the future without significant changes to RW that seem unlikely.
