Ability for user to add Edit Mode only notes to stacks and layouts #784

I got this idea from a user on the hangout today.

If you open up a complex project file that you built a year ago, sometimes its hard to remember what you did and why you did it. It would be great if the user to insert comments around the page to help him remember.

Just like comments for a developer.

Or even a tooltip that would appear on hovering the stack title.
